Robert Kagan argues in his new book, The Jungle Grows Back, that the post-World War II order has been an aberration from the historical norm thanks to the pivotal role the United States has played in creating the peace and prosperity of the last 70 years. If the United States relinquishes its role as the primary keeper of the rules-based system, who will prevent the vines of the jungle from growing back? German Foreign Minister Heiko Maas devoted a speech to the topic of Kagan’s book, rejecting any German interest in a “jungle growing back in the world order” and calling with renewed urgency for a “Europe United” to achieve a new balance in Germany’s partnership with the United States. The foreign minister argued in favor of creating an alliance for multilateralism to prevent the international order from becoming a jungle.
